The implementation of the HRS4R Strategy and the OTM-R policy at WSB University is one of the priority areas in the overall pursuit of scientific excellence, which is based upon creating a friendly environment for scientific work, increasing the quality of the work in question as well as the underlying research, and ensuring transparent recruitment of university staff. These efforts were intensified in October 2019. The HRS4R Strategy and the OTM-R Policy Implementation Team were appointed for this purpose.
The HR Excellence in Research Award (Logo) is awarded by the European Commission to academic institutions which:
- implement The Human Resources Strategy for Researchers (HRS4R)in their activities;
- respect the principles and guidelines of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers.
Through the implementation of the HRS4R Strategy, organisations commit to providing a working environment that is conducive to career development and mobility, as well as transparent recruitment processes concerning researchers. These actions are geared towards increasing the competitiveness of the European Research Area (ERA) and the attractiveness of the EU higher education system at a global level.
The European Commission promotes the distinguished institutions among international organisations and researchers as providers of the best working and development conditions for researchers. WSB University obtaining the HR Excellence in Research Award will directly correspond to the increased application opportunities, staff mobility and inclusion in global research networks.
The European Charter for Researchers lays down key principles and requirements defining the roles, responsibilities and rights of researchers, as well as their employers and funding organisations. The Charter seeks to ensure that the nature of the relationship between researchers and their employers or funding institutions is conducive to the achievement of positive results in fields of creating, transferring, exchanging and dissemination of knowledge and technological development, as well as career development of researchers.
The Charter concerns all researchers in the European Union regardless of the stage of their careers and covers all fields of research in the public and private sectors, irrespectively of the nature of their position and employment, the legal status of the employer or the type of organisation or institution where the research is carried out.
The Charter takes into account the multiple roles of researchers, who are appointed not only to conduct research and development works, but also to carry out scientific supervision, offer advice, manage or fulfil administrative duties.
The Code of Conduct for the Recruitment of Researchers covers the general principles and requirements that employers and funding institutions should adhere to when appointing or recruiting researchers. Such rules and requirements should ensure that values such as transparency of recruitment processes and equal treatment of all applicants are observed in order to ensure the development of an attractive, open and sustainable European labour market for researchers, and be complementary to the principles and requirements laid down in the European Charter for Researchers. The Open, Transparent and Merit-based Recruitment Policy (or OTM-R for short) was designed to ensure implementation of these principles by providing clear and transparent information concerning the recruitment process in its entirety, publishing clear and concise job advertisements with information on the competences and scope of responsibilities, working conditions, entitlements, training and career development opportunities, as well as gender equality policy, while ensuring that the level of competencies and qualifications required is in line with the needs of the job, and not being intended as a barrier to applying.
