
The COOPERA project is coordinated by the Academy of Economic Studies of Moldova (ASEM), with guidance from the EACEA and support from an Internal Quality Assurance Team and external evaluation experts.
A Project Strategic Steering Committee oversees the implementation, supported by the Executive Board and Consortium Board, ensuring smooth cooperation among all partners.
Project activities are organized into seven Work Packages (WPs), each led by a partner institution:
- WP1 – ASEM (Moldova)
- WP2 – WSB University (Poland)
- WP3 – University of Lleida (Spain)
- WP4 – DHBW (Germany)
- WP5 – EPDRI (Slovenia)
- WP6 – VUM (Bulgaria)
- WP7 – ASEM (Moldova)
Each Work Package is supported by co-leaders and activity leaders from partner universities and organizations across Europe and partner countries, ensuring collaborative development, testing, and implementation of Dual Higher Education models.

The COOPERA project is structured around several key bodies that ensure effective coordination, quality assurance, policy development, and capacity building:
- Overall Project Coordination Team – led by ASEM (Moldova), together with partner management teams.
- Project Strategic Steering Committee – includes the Executive Board (Work Package leaders) and the Consortium Board (institutional coordinators).
- Quality Assurance Team – coordinated by the European Policy Development and Research Institute (Slovenia), supported by internal Q-control teams and an external advisory board of experts.
- National Policy Taskforce Groups (Moldova and Ukraine) – involving higher education institutions and Ministries of Education to develop policy recommendations.
- Project Working Groups (7 PWGs) – dedicated to developing Dual Higher Education Models (DHEM) with experts from universities and partner institutions.
Main Activities:
- Data collection and analysis through an open science platform.
- Study visits in Germany, Spain, Bulgaria, and Poland.
- Development of a White Paper on Dual Higher Education.
- Policy recommendations and guidelines for DHE implementation.
- Dual study programs and training materials.
- Expert workshops in Moldova and Ukraine.
Sustainability :
A dedicated Dissemination, Exploitation and Sustainability Plan ensures long-term impact, coordinated by ASEM together with the Executive Board and National Taskforces.
