Project Summary

The COOPERA project – Integrating Dual Higher Education in Moldova and Ukraine – aims to modernise higher education in both countries by introducing Dual Higher Education (DHE). Co-funded by the Erasmus+ Programme, the project brings together universities, businesses, and policymakers from Moldova, Ukraine, and the EU to design and pilot flexible DHE models that combine academic learning with workplace practice.Key results include a White Paper on DHE, recommendations for legislative changes, institutional guidelines, and the implementation of pilot dual study programmes supported by training materials and company partnerships. Through strong emphasis on quality assurance, dissemination, and sustainability, COOPERA strengthens cooperation between higher education and the labour market, offering students better opportunities for professional development.

Results

The COOPERA project successfully advanced the implementation of Dual Higher Education (DHE) in Moldova and Ukraine. It identified the needs of companies and designed flexible and generic DHE models adaptable to different institutional and sectoral contexts. Pilot dual study programs were launched, supported by training materials, equipment, and continuous feedback from stakeholders, ensuring practical relevance.The project also addressed legal and institutional frameworks, producing a White Paper on DHE, guidelines for implementation, and recommendations for legislative amendments. Quality assurance and monitoring mechanisms were established, while international, national, and university-level dissemination activities promoted project results and ensured sustainability.Through these efforts, COOPERA strengthened collaboration between higher education institutions and businesses, improved students’ opportunities for professional development, and laid the groundwork for long-term integration of DHE in both countries.
