WSB University Supports Psychological and Pedagogical Counselling Centres in the Interpretation of New Ministry of Education Regulations

 

On 30 March 2026, a new Regulation of the Minister of Education concerning decisions and opinions issued by public psychological and pedagogical counselling centres was published.

The new regulations have raised many questions, doubts, and emotions within the community of psychological and pedagogical counselling centres. These concerns relate primarily to the practical aspects of the decision-making process, the documentation required for issuing decisions and opinions, as well as the operating principles of adjudicating teams in light of the provisions of the Code of Administrative Procedure.

In response to the needs reported by directors of psychological and pedagogical counselling centres, on 14 May WSB University hosted a seminar devoted to the issue of issuing opinions and decisions by adjudicating teams operating within public psychological and pedagogical counselling centres in the context of the Code of Administrative Procedure.

During the meeting, participants discussed, among other matters, issues related to the documentation necessary for issuing decisions and opinions, the procedures governing the work of adjudicating teams, as well as the formal rules for conducting proceedings and issuing rulings. Particular attention was devoted to the practical challenges that counselling centres may face in connection with the entry into force of the new regulations.

The seminar was led by Małgorzata Spendel from WSB University. Dr. Patryk Kuzior from the Department of Law and Administration at WSB University appeared as an expert and answered numerous questions from participants regarding the application of the new regulations and their relationship to administrative procedures.

The event was held in a hybrid format. More than 80 directors and pedagogical staff members from psychological and pedagogical counselling centres from across the country participated in the seminar.
