Civil Protection Training Across Regions

Faced with mounting challenges to residents’ safety, local governments have become the first line of response in crisis situations. To meet these needs, WSB University has launched a series of specialized training sessions.

With the entry into force of the new Civil Protection and Population Defense Act, local government units have taken on additional responsibilities for preparedness, planning, and response to both natural and human‐caused emergencies. WSB University addresses these requirements through its training series “Cooperation, Support, and Coordination in Civil Protection and Population Defense,” aimed at public administration officials.

Recently, the University delivered sessions for the municipal offices of Goleszów, Zebrzydowice Commune, and the town of Skoczów. Participants included crisis‐management specialists, personnel with mobilization assignments, and staff responsible for local safety—those who, in an extraordinary situation, will make life‐saving decisions.

The training program is built around practical scenarios, real threats, and current legal regulations. Key topics covered include:

  • Operation of early‐warning systems
  • Development of local population‐protection plans
  • Organization of evacuation and shelter management
  • Coordination of cross‐sectoral activities
  • Collaboration with non-governmental organizations

Led by expert practitioners—including former uniformed‐service officers, academics, and civil‐engineering specialists—these workshops not only impart knowledge but also inspire action. They underscore the crucial role that local government plays in the national security system. Although participants hope they never have to apply what they’ve learned in real life, each leaves convinced that “it’s better to be prepared than surprised.”
