Preparing Local Authorities for Crisis

In the face of increasing threats—both natural and military—the preparation of public institutions for crisis situations, including war, has become essential. WSB University in Dąbrowa Górnicza responds to this need by providing specialized training on civil protection and population defense.

These trainings are conducted in accordance with the new Act on Civil Protection and Population Defense, as well as related regulations, forming a key element in building local and national resilience to emergencies. The courses are designed for local government authorities and officials.

WSB University not only ensures that the training content is up-to-date with current laws but also emphasizes a practical approach. Experienced experts in crisis management, national security, and civil defense lead the sessions. The trainings are tailored to the needs of various professional groups—from city mayors and commune heads to officials responsible for crisis management and mobilization.

The courses employ active learning methods, including case studies, decision-making exercises, interactive lectures, and practical drills, delivered in intensive educational blocks.

One of the recent sessions was held in Bielsko-Biała, attended by municipal officials involved in crisis management and civil protection. The training aimed to prepare administrative staff to effectively respond to societal needs during threats. Participants learned about the legal framework, especially the new act effective from January 1, 2025. A crucial part of the training was raising awareness of the public administration’s role in citizen safety and sharing best practices in population protection.

The involvement of public administration representatives in civil protection education demonstrates the local authorities' strong responsibility to prepare communities for crisis situations, including war.

The Bielsko-Biała training also strengthened cooperation among various public administration bodies engaged in defense activities. The new regulations significantly change the roles and procedures that institutions must follow. Awareness of this new legal reality, especially amid current international threats, is vital for proper preparedness.

The Act on Civil Protection is a groundbreaking law that comprehensively regulates the tasks of the state and local governments in emergency situations.

It imposes obligations on public administration to:

  • establish early warning systems,
  • conduct training and exercises,
  • develop population protection plans,
  • organize shelter and evacuation,
  • cooperate with social organizations and private entities.

This is the first legal act in Poland to systemically and mandatorily regulate procedures for situations such as natural disasters, pandemics, industrial accidents, and military threats. The act also emphasizes the need for continuity of public institutions and public education.
