Work Package 2 focused on understanding the context and challenges of disaster reconstruction in the target countries (Ukraine, Moldova, and Georgia).

The main objectives of this phase were:

• Identifying and analysing the main catastrophic events that have affected the target regions in the past and are likely to recur, taking into account climatic, geographical, and socio-political factors.
• Examining the most relevant reconstruction techniques used in practice, including their effectiveness, sustainability, and alignment with European standards.
• Reviewing the current state of vocational training in the target countries to identify strengths and areas for improvement.
• Analysing regulatory frameworks and comparing them with EU norms to support future training content.
• Carrying out communication and dissemination activities to share findings with stakeholders and the wider public.

Key outputs from WP2 include:

• D2.1: Report on virtual study visits in the three target countries, with agendas, key findings, and visual documentation.
• D2.2: Report on the state of the art in beneficiary countries, including surveys and SWOT analyses.
• D2.3: Communication and dissemination report, detailing outreach activities and promotional materials in multiple languages.

Work Package 3 focused on developing practical training packages for VET trainers, based on the needs identified in WP2.

The training covers four main areas:

• EU regulations & norms – overview of European legislation relevant to reconstruction.
• Economic dimension / EU funding opportunities – guidance on how to access EU calls and tenders.
• Re-building techniques – standard practices and innovative approaches for post-disaster reconstruction.
• Digitisation in construction – use of digital tools and Building Information Modeling (BIM) to improve efficiency and project outcomes.

All training materials are hosted on a Moodle platform, freely accessible to trainers, where they can study lessons, watch videos, and complete self-assessment tests at their own pace.

A study visit to Bologna and Perugia allowed participants to observe good practices in disaster reconstruction, attend lectures, and gain practical insights to be incorporated into the training packages.

Key outputs from WP3 include:

• D3.1: Report on the study visit in Bologna.
• D3.2: Training packages with lessons, videos, and exercises.
• D3.3: Moodle platform hosting all training materials.
• D3.4: Communication and dissemination report related to WP3.

Work Package 4 focuses on strengthening the knowledge and skills of VET teachers and trainers in the field of sustainable construction and post-disaster reconstruction. The activities are designed to support trainers from the Eastern Neighbourhood countries and provide them with practical knowledge, innovative approaches and digital learning opportunities.

The main activities include the implementation of a capacity-building programme for trainers and teachers, covering topics such as EU regulations and standards, EU tenders, reconstruction techniques, digitalisation in construction and post-disaster reconstruction.

WP4 also includes the development of a validation system to assess the quality and effectiveness of the training programme, MOOCs and toolkit, as well as participants' satisfaction and professional development.

Two study visits to Moldova and Georgia will provide opportunities to exchange knowledge and good practices with VET institutions, construction companies, experts and other stakeholders. The visits will focus on sustainable construction, reconstruction, digital technologies and green skills.

The work package also includes communication and dissemination activities to share the project's results and engage relevant stakeholders and communities.

• Trainer Capacity-Building Programme – training activities for at least 40 VET teachers and trainers from the target countries.
• Validation Plan and Performance Indicators – a framework for assessing the quality, effectiveness and impact of the training programme, MOOCs and toolkit.
• Study Visit in Moldova – exchange of experience and knowledge with local VET institutions, experts and stakeholders.
• Study Visit in Georgia – exchange of good practices related to sustainable construction, reconstruction and digital technologies.
• Communication and Dissemination Activities – promotion and sharing of WP4 activities, results and outcomes through the project website and other communication channels.

WP4 contributes to building the capacity of VET professionals and supporting the development of skills needed for sustainable and resilient reconstruction in the Eastern Neighbourhood.
