The HEIsCITI project focuses on creating universal curricula (methodologies and teaching tools) for all types of university courses to teach students the best ways to animate and coordinate communication between citizens and local authorities for inclusive and sustainable urban development in the post Covid -19 era. Creating curricula is a process of joint research, learning and knowledge exchange among partners. The investigation formula is based on international research to identify competency gaps in areas such as civic participation and the determinants of effective communication between residents and local administration in areas crucial to the stability and security of cities. Studies are conducted in all partner countries, particularly at the three nodes established by partner universities. They are surveys, interviews and observations, as well as secondary data analysis. Based on the findings from this research, version 1.0 of the curricula, including methodologies and teaching tools, is prepared. This version of the curriculum is being tested at three nodes: WSB University in Dąbrowa Górnicza, Romeris University in Vilnius, and the Media University in Stuttgart. Conclusions from the testing, including observations and surveys of project stakeholders' opinions, support the validation of a final model, i.e., developing version 2.0 of the curricula, including methodologies and teaching tools, as well as guidelines for local authorities and then disseminating them, including through presentations at scientific conferences and publishing scientific papers.
