
Open Call No. 2: Smart City Development – Digital Innovation, Sustainable Urban Planning and Citizen-Centred Governance
The Q-Helix Alliance invites students from partner universities to apply for the International Thematic School:
Smart City Development: Digital Innovation, Sustainable Urban Planning and Citizen-Centred Governance
26-30 October 2026
Mitrovica and Prishtina, Kosovo
Host Institution: Public International Business College Mitrovica (IBCM), Kosovo
The School is organised within the strategic thematic area of Smart City Development and focuses on contemporary urban challenges related to sustainability, innovation and digital transformation.
Participants will explore topics such as:
- Smart Cities and urban innovation;
- digital governance and municipal innovation;
- citizen engagement and co-creation;
- sustainable mobility and transport systems;
- environmental management and urban resilience;
- smart infrastructure and public services;
- data-driven urban planning and decision-making;
- sustainable development in the Western Balkans.
The programme combines lectures, workshops, field visits, stakeholder meetings, project work and intercultural exchange activities.
As part of the School, participants will work in international teams and develop practical Smart City Concept Proposals addressing real urban challenges faced by municipalities in Kosovo.
The School is open to students from all Q-Helix member universities. Particular interest is expected from students representing urban studies, urban planning, management, economics, public administration, architecture, engineering, sustainability studies, information technology, computer science, artificial intelligence, data science, law and related disciplines.
Financial Support
Participants from Q-Helix member universities other than the Host Institution may receive:
- Travel Grant;
- Accommodation and Subsistence Grant.

Applications may be submitted between 12 June and 26 June 2026.

Selected participants will receive a Certificate of Competences issued by the Host Institution.
